DELIVERY AND GOVERNANCE

Useful services need clear ownership.

A proposed operating approach that connects national coordination, sector expertise and responsible local delivery.

RESPONSIBILITIES

Make accountability visible.

01

National coordination

CIE Nigeria coordinates the umbrella framework and partnership development. Proposed steering arrangements review priorities and programme readiness.

02

Sector expertise

Each sector defines its service needs, quality expectations, specialist requirements and evidence of progress.

03

State and institutional ownership

Local leads agree scope and resources. Institutions retain responsibility for their services, staff, records and users.

THE DELIVERY CYCLE

Discover. Prepare. Activate. Review.

01

Discover and agree the need

Begin with a structured discussion involving the users and institutions affected. Record existing processes, baseline conditions, access barriers and the change being sought. Select a representative and manageable first cohort; avoid defining scale solely by the number of locations interested.

02

Prepare the operating plan

Confirm the responsible lead, service scope, institutional permissions, delivery partners, full cost, committed resources, training, support, maintenance and review timetable. Document user journeys and accessibility needs. Define information access and retention before collecting operational data.

03

Demonstrate and activate

Demonstrate the intended workflow with representative users and suitable sample information. Resolve readiness gaps, train responsible staff and verify help routes. Begin only after the agreed readiness conditions are met. Keep a record of unresolved issues and the person responsible for each.

04

Review and improve

Review actual use, service reliability, participant experience, costs and emerging risks against the baseline. Record whether the programme should continue unchanged, improve, pause or expand. Expansion requires evidence that local delivery and continuing support remain viable.

EVIDENCE AND CONTINUITY

Review actual use before expansion.

Agree a baseline, reporting period, data source and accountable owner. Review service reliability, participation, support demand, costs and the intended outcome. Publish aggregate findings with clear scope and limitations.

Funding and support must extend beyond launch. Confirm maintenance, service recovery and exit arrangements as part of the programme plan.
